USAF senior leaders order direct review of Air Force programs to ensure optimal resource use

WASHINGTON. Senior leaders of the U.S. Air Force have called for a Zero-Based Review of all Air Force programs, budget accounts, and associated manpower authorizations as the military branch embarks on its Fiscal Year 2020 Program Objective Memorandum and Future Years Defense Plan.
In a memo sent to Air Force leaders in earl, December, Secretary of the Air Force Heather Wilson and Air Force Chief of Staff Gen. David L. Goldfein stated, "We must optimally posture the United States Air Force to align with the new National Defense Strategy and support Secretary [of Defense Jim] Mattis’ expressed lines of effort for the Department of Defense."
The review is aimed, say Air Force officials, at making sure that needed services are being provided the correct way throughout the Air Force, and to ensure that the Air Force’s limited resources are being used to increase the lethality of the force.
Wilson and Goldfein stressed in the memo that everything will be “on the table,” and that senior leaders will be expected to question the relevance of every Air Force requirement and program and also how taxpayer dollars are spent.
The Zero-Based Review will begin January 2018, with results and recommendations scheduled to be reported by March 15, 2018.
