GAO rules in favor of Systematic in IT award case

WASHINGTON. The Government Accountability Office (GAO) has rejected the protest of its original award to Systematic Inc. -- headquartered in Denmark but with a location in Centreville, Virginia -- of a U.S. Army Mission Command IT contract potentially worth up to $222 million to provide an architecture framework for the Common Operating Environment.

While several top defense contractors bid on the U.S. Army Mission Command contract, the Army chose the Systematic SitaWare commercial off-the-shelf (COTS) solution as the Army was looking for a suite of software products to give troops on the ground and elsewhere situational awareness at all levels of command in mounted and dismounted environments.

Raytheon had challenged the sole-source contract in February, several days following the original award of the contract to Systematic.
